Disclaimer
This page is for anyone using Kuku 防災助手 ( “the App”) to prepare for or respond to an emergency. Read it before relying on a location, route, or tool. It explains the limits of the information and when to follow official instructions.
Data is for reference
The App’s air-raid shelter data is compiled from datasets published by county and city governments or police departments on the government open data platform. Software combines and cleans these datasets. The data is for reference only. We do not guarantee its accuracy, completeness, or timeliness.
Follow government alerts and instructions at the site
During an air-raid warning, missile alert, or other emergency, rely on the following information rather than the App:
- Public warning cell broadcasts and government alerts.
- Announcements from 內政部警政署民防指揮管制所 and its 防空避難專區.
- Instructions from police, civil defense personnel, village or neighborhood leaders, and building managers at the site.
- The latest announcements from local governments.
The App is an offline tool. It cannot receive or push government alerts and will not notify you when an alert is issued.
Shelters may have changed or may be inaccessible
- Counties and cities update their data at different intervals. Some datasets have not been updated for years. Facilities may have been demolished, rebuilt, closed, or relocated.
- Some listed facilities are private buildings, such as apartment building basements. They are usually locked or closed to the public in normal times. Access depends on the site manager and conditions at the time.
- Capacity, addresses, and coordinates are compiled from government data, with format and coordinate conversions. They may be incorrect or outdated.
Before heading to a facility, confirm that you can actually enter. If you cannot get in, look for a nearby sturdy building with a basement or an interior room.
Location, distance, and directions
- “Nearby shelters” estimates straight-line distances and directions on your device. These are not actual walking routes. Assess the roads, terrain, and current conditions yourself.
- Location accuracy depends on your device and surroundings. Errors may be significant indoors, underground, or among tall buildings.
- Offline walking routes are calculated separately using available local road data and are limited to one county or city. They do not include live closures or disaster damage. There may be gaps between the start or destination and its road connection. A route does not mean an entrance is passable.
- Rescue locations show measurement time and error. An old location must not be treated as your current location.
Emergency facilities and first aid tools
An AED listing does not mean the device is currently accessible or working. A listed disaster evacuation shelter may not be open and is not necessarily an air-raid shelter. Hospital, police, and fire service locations do not show live service capacity. In an emergency, contact 119 or 110 first.
First aid guides and the CPR rhythm are supporting tools. The rhythm only sets the pace. It cannot assess breathing or compression depth. Follow the 119 dispatcher and AED voice prompts.
SOS flashes, distress sounds, and large-text cards do not automatically report an emergency or confirm anyone received the signal. Web audio stops in the background. CPR audio in the native app can play in the background, but calls, interruptions, or device conditions may still stop it.
Not a replacement for emergency calls
The App is not an emergency reporting service and does not replace emergency services. For a fire, injury, or police emergency, call directly:
- 119: Fire and ambulance.
- 110: Police.
- 112: Mobile emergency calls. Coverage from at least one mobile carrier is required. Calls cannot connect where no mobile network has coverage.
Limitation of liability
To the fullest extent permitted by law, we are not liable for damage resulting from reliance on App data. See “Terms of use” for the full terms.
Data version
The shelter data currently included in the App is version 2026-09-06. See “Data sources and licenses” for each dataset’s provider, update date, and license.
